Data Quality & Standards function explained

The Data Quality & Standards (DQ&S) team was established in October 2018 to improve the compliance of the Data Quality policy across numerous Trust systems. Initially focussing on reporting issues with the Trusts CAD system, Cleric, the team have now expanded to cover the Trusts rostering system, GRS, as well as implementing a new data quality tool to aid in identifying errors, IntoZetta.

Cleric Data Quality

The team have been working with the AOC and Information teams to implement numerous DQ checks across the Cleric data set with a view to improve accuracy of External and Internal reporting created by the Information Team. These include missing data (resource status times), incident coding in conflict with the Ambulance Quality Indicators (AQIs), and other issues such as the impacts of Clock Change and re-triage by the ECAT teams. DQ issues related to Process Error are escalated to the AOC teams for resolution, where possible, and those generated by System Error are escalated to the CAD provider to facilitate changes to system itself.  

GRS Data Quality

Recently the team have been focusing on implementing similar checks for the GRS dataset, in conjunction with the Rostering and Information teams. These include checks against Abstractions, Annual Leave, Sickness Records and Timesheet submissions, among others. Reports are currently sent to Sector Resource Planning Managers in the organisation for resolution and cleanse activity. The team are also assisting the Rostering team in promoting education in minimising occurrence of these errors by correct use of the GRS system.

IntoZetta Introduction

IntoZetta is a Data Quality tool, implemented on the Trusts Azure Platform to run daily checks on data from Trust systems. Rules are defined which check the associated databases for instances of identified data quality errors, typically because of process or system error. Currently 150+ rules have been implemented checking data from Cleric and GRS. Outputs of the system allow the DQ&S, AOC, and Rostering Teams to cleanse errors and improve overall data quality compliance. An additional feature on IntoZetta itself will follow in the NTK soon.

Other Activity

The DQ&S Team work closely with the Information Team and Business Intelligence (BI) leads across the organisation, often lending their experience as front-end system users to apply context to reporting requirements, data quality process errors and investigating data issues with system providers and driving improvement to operational processes to minimise the frequency of DQ errors.

The Future

The team are working towards implementing data quality checks for new Trust systems in the 2022/2023 financial year, with PTS and EPCR the potential next areas of focus.
