EPCR Team update - Summary care record and national record locator access

You may have recently noticed that two new blue icons have appeared on your iPad home screen, these will be entitled SCR&NRL and CIS2.

The EPCR team have been asked what these are icons are and how they work. The SCR&NRL icon gives access to summary care record (SCR) and the national locator service (NLS) which are an electronic record of important patient information, created from GP medical records (over 98% of GP practices are signed up to this service).

The records can be seen and used by a range of healthcare professionals, including ambulance staff. Every second, two summary care records are viewed by healthcare professionals, and 29 summary care records are viewed every minute. These records can contain a wealth of useful and detailed information, plans and documents which will help crews make important decisions about the treatment and conveyance of patients.

London ambulance service has had access to SCR&NRL since 2020 as part of a pilot scheme and have had very positive results and feedback. 

The CIS2 (National care identity service) app makes use of current technology to authenticate the identity of staff when accessing national clinical information systems.

EEAST have chosen to use biometric access (fingerprints) for most members of staff to gain access to SCR&NRL, fingerprints will be used instead of a physical smartcard. Before staff use the CIS2 and obtain access to summary care records, NHS digital request that staff use a combination of photo ID and address history to authenticate their identity.

The authentication process is managed and undertaken by a very limited number of the summary care and national record locator project team, who securely handle the ID documents, and then destroy them once the process of registration is complete. Once the authentication process is complete, staff can then use SCR&NRL.  

The EPCR team have started the SCR&NRL rollout in Norfolk and Waveney after a pilot scheme was successfully launched there. Hertfordshire and West Essex will be the next area to go live. When your locality is due to go live there will be lots of information, communications released and Teams pages opened, we will also visit the locality to complete face to face engagement.
