The NHS Staff Council has accepted the pay offer made by the government to those on Agenda for Change terms and conditions in England.

All eligible staff, eg those directly employed by NHS organisations on AfC terms as of 31 March 2023 (as set out in Annex 1 of the handbook), will receive the following payments:

Financial year             Offer detail

2022/23                       Two one off non-consolidated awards on top of the 2022/23 pay award:

  • non-consolidated award worth 2 per cent
  • one-off NHS backlog bonus worth between £1,250 and £1,600.

Staff can expect to receive the 2022/23 non-consolidated awards in June 2023.

2023/24                       A consolidated award for 2023/24. The award is worth a 5 per cent increase in basic pay for all pay points, with the lowest paid staff seeing their pay brought up to the top of band 2 (a 10.4 per cent pay increase)

The payments will be made in the June 2023 pay run*.

* It is recognised that it may be preferable for some individuals to receive the totality of these payments in multiple instalments (i.e. paid across several months), rather than together in a single month’s pay. An example of this might be where individuals receive Universal Credit payments, where any changes to monthly income will directly impact the value of these payments.

EEAST does have the flexibility to pay the non-consolidated lump sums referred to above in multiple instalments.  for anyone wishing to be paid in this way it is vital that the 4 steps outlined below are followed:

Step 1: Any member of staff considering making this request should access appropriate advice (for example through the Universal Credit helpline or Citizens Advice) to understand how receiving these payments in multiple instalments may impact their personal situation. (Universal Credit Guidance)

Step 2: Any requests should be made as soon as possible, and no later than 5 June 2023.  To submit a request please use the following link https://forms.office.com/e/r4WxkNGqN8 or scanning the QR code:

Step 3: Any requests to spread your payment beyond 31 March 2024, will need to be agreed with the Trusts Finance Department.  Please use the links above to submit your request and a member of the Team will contact you.

Staff should make sure they understand how much their monthly payment would be, and how it would appear on their payslip.

Step 4: Employers should process the request as soon as possible, and no later than 5 June to ensure payroll deadlines are met.
