Includes the design, maintenance and use of facilities/premises and equipment. Ambulance vehicles. The management/segregation of clinical waste, sharps and general waste and labelling. Equipment contained on vehicles and regular maintenance of all kit.

YESTERDAY

TODAY

  • No maintenance contracts in place for any Estates services and there was very limited contract management.
  • There were gaps identified in the skills matrix within the Estates department.
  • Capital programme was not managed effectively, and statutory compliance was limited.
  • Policies were not regularly reviewed, and governance processes were not robustly upheld.
  • MICAD system was not managed effectively - EEAST staff were responsible for closing all reactive calls, and there were regular issues with the access control system.
  • No reporting from contractors on performance.

 

  • EEAST have undertaken their first NHS PAM assessment and successfully submitted to NHSE.
  • EEAST ERIC return was submitted on time. A training needs analysis has been undertaken and staff have been upskilled.
  • Policies have been reviewed and updated. Estates are represented at all relevant committees. 
  • Full condition surveys have been completed.
  • Fire, Electric and Water Safety working groups are now in place with authorising engineers appointed for the next 3 years.
  • Trust Green Plan, Green Champions and Sustainability Working Group are now embedded within the service. LED lighting schemes are being rolled out. 
  • A bespoke e-learning programme has been developed for Fire Safety and successfully implemented for all staff.
  • The access control system has been upgraded across all sites.

TOMORROW

  • There is work underway to create a PPM (planned preventative maintenance) module on MICAD, for assurance that all contractors to adhere to SFG20-HTM.
  • There is no maintenance contract in place to cover high level gas boiler servicing, any servicing is raised as a reactive work order via MICAD.
  • Limited CCTV is available at stations with no central reporting station, it is locally managed, and there is no standardisation of DVR.
  • Control of Contractors policy in draft - to be signed off by November 2021.
  • All leases and licences will be consolidated onto an updated Estates Terrier.
  • The Estates team are procuring a monitoring software for future management of the PAM.
  • Backlog maintenance to be reduced by using sustainable methods.
